It was noted that the terms of reference for the Working Party had now been agreed by the Governor and CBFHK. The terms of reference could now be sent to SECCOS for circulation to the Chiefs of Staff.

It was noted that in clearing the terms of reference the Governor had raised three points. The first was a simple query as to the relationship between September 1974 prices and Estimates prices; he could be told that the two wore identical. Secondly, he had indicated his concern that there should be no misunderstanding of his view of the study of the £35M garrison options; which he saw as linked to his original proposition that Hong Kong should pay only 50% of the cost of the future garrison. He had further indicated that his view of the difficulties of obtaining any higher contribution from Hong Kong had if anything been reinforced by recent budgetary developments in Hong Kong, The meeting recalled that in approving that a further study should be set in hand, Ministers had not indicated any willingness to accept a Hong
