Moffatt copied to Alan Donald his letter to Thomson dated 27 February about clearance for attachment of Brunei troops to units in Hong Kong during September - November 1975.
2. HKIOD of course see no reason to object to these attachments. Our South West Pacific Department are in the process of consulting MoD and FCO's Defence Department; but we should be grateful if you could, in the meantime, confirm that these attachments are again acceptable to Hong Kong. We appreciate that - depending on the precise nature of the next Defence Agreement
you may soon need to subject proposals of this sort to rather stricter financial scrutiny than has, I think, been usual in the past.
