This is a part-time volunteer force raised locally but with a few seconded officers and warrant officers from the United Kingdom forces. The Regiment's current strength is 624, against an establishment of 648. The volunteer soldiers are almost exclusively Chinese who speak both English and Cantonese, while the majority of the officers are expatriates. The operational role of the Regiment has recently been reviewed, by a joint Hong Kong Government/HQ Land Forces working party, with the aim of getting the best possible value from the unit's special characteristics and potential,
As a result of this review, the Regiment is now re-organizing on to an establishment of three landrover-borne reconnaissance squadrons, one infantry company and a headquarters, support and training wing.
41. In an emergency situation, the infantry company would be deployed to assist in the protection of isolated key points. The three reconnaissance squadrons would be allocated one to each of the Police districts, where they would carry out the following tasks under the control of the local Police/Military headquarters:

Patrolling of the rural and low density population areas, with the object of maintaining local confidence and gathering intelligence.
Patrolling of routes between the main concentrations of population, to give early warning of road blocks or crowd movement.
Detaching small groups of NCOs and men to regular units, in order to provide local knowledge and to act as interpreters and guides.
Like any part-time volunteer force, the roles in which the Regiment can be substituted directly for a regular unit, especially in an internal security situation, are limited. This is because the efficiency standards are affected by the restricted training time available and the high rate of turnover of personnel. Thus, the full potential of the Regiment is seen as a force complementary to the regular units, and not as a basis for expansion to replace them.
