Support and Command Structure
30. In planning a reduction of the present garrison costing £50M to the preferred garrison costing £40M, the strictest care was taken to ensure that the standards and scope of the support element of the garrison will not exceed those applicable to the Services elsewhere. Half the economies proposed will be made in the support organisation and costs, in particular:

The Headquarters, administrative and support organisations are to be tailored even more closely to the special circumstances of Hong Kong. This will involve the elimination of one of the two brigade headquarters (HQ 51 Brigade), some trimming of CBF's and Army HQ staff, and reduction in the establishment of both HMS TAMAR and RAF KAI TAK by over 50%. In addition, a number of Army support units are to be disbanded or severely reduced (eg 54(Hong Kong) Support Squadron RE, 414 Pack Transport Troop RCT, 415 Maritime Troop RCT). Further economies are to be made by the replacement, where possible, of expensive UK support manpower with Gurkhas or Chinese.
Substantial reductions have already been made in the projected capital works programme.
