RAF. The present 8 Wessex support helicopters can provide a simultaneous lift of at least 70 armed and equipped men or a battalion over 15 miles in six hours. This capability ensures the tactical mobility of the security forces over the sea and difficult mountainous terrain, and in the face of congested or blocked roads. It also facilitates the positioning of Police or troops on high rise buildings.

IS Doctrine. The combination of police and military forces and their close co-operation in an internal security situation is an essential pre-requisite of successful IS operations. The police and military have, over the years, developed standard operating practices and a proven network of communications in Hong Kong which meet the special requirements of the Colony. This doctrine and organisation are explained more fully later in this report.

Reinforcement Capability. As part of the restructuring of the garrison, it has already been accepted that the sixth major unit, which now forms the Colony reserve, may be given up. This is on the understanding that, first, and in the light of the improved relations with China, a risk could be accepted that a serious IS emergency would not develop simultaneously with one on the border and, secondly, that a reinforcement battalion could be provided in reasonable time. This reinforcement would be made under ad hoc arrangements. Although, at best, a battalion at light scales could arrive from the United Kingdom within about a week it was accepted that it may not arrive complete in Hong Kong until up to three weeks after it had been called for.
