An expansion of the Auxiliary Police from 2, 400 to 7, 000.

C. An increase in trained police riot companies from 36 to 38.

However other factors over the same period have increased the commitments of the Police and greatly extended their geographical spread:

a.

The population of the Colony has risen from 3. 7m to 4. 3m and is expected to reach 4. 8m by 1980.

The population of Kowloon and New Kowloon has increased from 2.0m to 2. 3m at the time of writing.

The construction of new towns has created substantial new Police commitments outside the old urban areas, eg:

(1) Tsuen Wan has increased from 187, 000 in 1967 to

397, 000 at time of writing and is expected to be 642, 000 by 1980.

(2) The Shatin figures are approximately 25,000 now and

170,000 by 1980.

(3) And for Tuen Mun the figures are 40, 000 now and

130,000 by 1980.

d. The commitment of the Police to counter crime and in

particular violent crime has increased enormously. For instance, the incidence of serious crime increased by 270% between '67 and '74.

The Police commitment in respect of traffic control has also greatly increased.

15. Taking all these plus and minus factors together, it is doubtful if the ability of the Hong Kong Government to deal with an emergency in addition to normal maintenance of law and order, has done much more than keep abreast of the growth of the population and the rapid construction of large new towns outside the old urban areas. The only basic change in the situation is therefore that described in paragraph 12 which does provide an added element of security, so long as it lasts.
