1. I have now been informed that it will be necessary to provide the Minister of State with some factual briefing for the Governor's visit, in order that he may be aware of the
background and of the range of considerations that bear
on the issues.
2. A draft is attached. It may of course require updating at a later stage, when the working party's report is formally received.

I should be grateful for comments/clearance from top-line addressees by close of play Friday 4 April, after which "no comment" will be assumed.
