3. I attach an analysis of the costs of the various options in the .Hong Kong Working Party report, adjusted for the changes in para 2
above. To reduce the cost of the preferred reduced garrison to £38 Cm. it will be necessary to achieve all the savings in para 31 of the report. The only doubtful item is civilian utilisation of the BMH, where no decision has yet been taken, but staffing proposals need to be followed through on the proposed transport and miscel- laneous reductions. I assume ASD2 have this in hand.
4. As explained in my minute of 21 March (not to all or needed), I am sending Hong Kong details of the changes in para 2 above, and, for the record, I propose to also let them have a copy of this minute.
