When we spoke over the telephone, I promised to send you
a copy of the signal we had sent CEF Hong Kong about the further study of the garrison. This is now enclosed. CEF has since indicated he is content with the proposed terms of reference and general approach. But we have had a different suggestion from the Governor on the precise vording of the terms of reference, which we are still considering.

You raised the subject of Treasury involvement in the further studies. Perhaps 1 could be in touch with you again about how best to bring you in on the study of the garrison. I believe the best point at which to involve you might be when we receive the report from Hong Kong, before it is inserted into the Ministry of Defence machine. But you also raised the question of the Treasury joining the Hong Kong working Party at some stage. We will give further thoughts to both these points.

As regards the separate study on guidelines for negotiation, including the graduated approach, you accepted my suggestion that I might hold a meeting in the next week or so at which we might agree how these studies should be approached. I assume that Andrew Stuart, to whom I am sending a copy of this letter, would wish to field an FCC representative at any such meeting; and I would assemble an appropriate MOD team. Perhaps my office could be in touch to arrange a date and time.
