HONG KONG: YOUR LETTER OF 4 FEBRUARY

1. I am pleased to confirm FCC agreement to the terms of suggested in your paragraph 6.

2. As to FCO participation, we think that FCO interests.could be covered satisfactorily by leaving it open (to be decided in the litt of circumstances at the time) whether an FCO representative would join the Working Farty in the final stage of its deliberations. I therefore suggest (for the record) that the penultimate sentence in your paragraph ? be moved to the end of the paragraph and arende to read: "The FCO representative at the meeting considered that won interests in the Working Farty would be covered if it were provided that a FCC member might also join the Working Farty in the final stage of its deliberations."

3. We shall be in touch again, probably on 10 February, about consultation with the Governor and CBFIK.
