STATEMENT ON THE DEFENCE ESTIMATES 1975
I attach the third draft of Chapters II - VII of the Defence White Paper. I hope to be able to circulate the third draft of Chapter I, on Tuesday 11 February.
2. Subject to any further stylistic refinements and factual corrections, for which the deadline for comment on Chapters II - VII is 7 p.m. on Wednesday 12 February, this is the text that will be submitted to the OPD Committee, for Ministerial consideration on 19 February.

some square brackets still remain. These should be removed where possible, before the draft goes to the OPD;
there are no annexes to this draft. Those circulated with the second draft are being amended in the light of comments received:
Chapter II's title has been changed to "Defence and Detente":
the Northern Ireland section (Chapter III paragraphs 30 to 39) may still have to be amended if the situation in Northern Ireland should change;
"Recognition of Service Training" has been recast on the advice of AUS(AS) and relocated in Chapter VI as paragraph 14;
the Tri-Service Training section (Chapter VI paragraph 22) could not be finalised within the timescale of this draft.
