The second is the development of proposals for bridging the gap by, for example
a. increasing both the UK and Hong Kong offers, eg to one-third and two-thirds of the cost (£12m and £23m respectively for a £35m Force, or £13m and £27m for a £40m Force); or
b.
increasing the proportion paid by the Hong Kong Government over a period of an Agreement lasting say five to seven years from £17m in the first year (about half of the cost of a £35m garrison and rather less than half of the cost of a £40m garrison) to three-quarters of the cost at the end of the period.
I think that this contingency work should be undertaken. In particular I would like an early start made on the proposed study of the implications of a £35m garrison. We should aim at completing these studies in April to match the negotiating timetable suggested by the Government.
Subject to your agreement, and that of the Prime Minister and our other DOPC colleagues to whom and Sir John Hunt I am sending copies of this letter, I propose that this further work should be put in hand.
