The FCO representative has asked me to circulate the following amendment to the record of the meeting set out in Reference A.
Paragraph 2, penultimate sentence: delete all detail.

new sentence at end of paragraph 2:
"The FCO representative at the meeting considered that FCO interests in the Working Party would be covered if it were provided that an FCO member might also join the Working Party in the final stage of its deliberations".
I understand that the FCO cannot at this stage indicate the extent to which they will be able to participate in the Working Party.
Terms of Reference

The Terms of reference proposed at paragraph 6 of Reference A require, amendment in the light of comments received. The amend-- ments do not alter the substance but are intended to sharpen up the aim. The Terms of Reference should now read:
"To consider and report the possible compositions, and their security and political implications, fogarrison costing €35m at Estimates 75/76 prices. If any practical solution within this financial limit is recommended, the report should state any related action, eg by the Royal Hong Kong police, that it would involve. The report should be submitted to HE the Governor and CBF Hong Kong no later than /
