HONG KONG
1. I have seen your department's minute of 13 February about the possibility of FCO representation in the Working Party to study the implications of a £35 million garrison in Hong Kong. I have also discussed the question with Commodore Perowne.
2. The difficulty for my department is that I, my successor, and my Assistant, will all be fully committed in the Seychelles Constitutional Conference during the period in question, while Mr Dinwiddy will have to hold the fort here on all Hong Kong affairs. Nevertheless I agree that it is desirable that the FCO should be represented in the Working Party, and preferable that this should be for the whole period of the study. I have therefore spoken to Mr Jackson, Head of Defence Department, has agreed in principle that he would be prepared to go to Hong Kong himself with the team. This is on the assumption that he woul be able to fly RAF, at no cost to the FCO. May I suggest that those organising the visit should now contact Mr Jackson direct, keeping my department informed?

3. I take it that when plans are complete you will be asking us to send a telegram to the Governor of Hong Kong seeking his approval. We could at the same time put to him the proposal for Mr Jackson's visit.
