final stages of the study.

We envisage the report should be sucnitted first to the
Governor and yourself and then to the Ministry of Defence and
Foreign and Commonwealth Office.

No doubt the report would give a full picture of the possible garrison compositions, and their implications, and would indicate
any "best buy" solution that may emerge.
5.
As terms of reference we propose the following quote To
consider and report the possible compositions, and their security
and political implications, of a garrison costing thirty five million
pounds at Estimates 1975/76 prices. If any practical solution
within this financial limit is recommended, the report should state
any related action, e.g. by the Royal Hong Kong Police, that it
would involve. The report should be submitted to HE the Governor
and CBF Hong Kong no later than 21 March unquote. The date of 21
March will of course depend on approval of study.
6.
I should be glad to know whether you are content with the
proposed approach and terms of reference and also for the benefit
of Ministry of Defence members your views when the working Party
might start work assuming early approval. Comments by wednesday
nineteenth February would be helpful.
