Certain aspects of definition and verification remain to be agreed

in detailed form. Neither United States nuclear forces in Europe nor

the nuclear forces of third parties will be affected. The Govern-

ment applauds the agreement as a breakthrough in the negotiations

and a contribution of great potential significance to international

security 7.

33. The US/USSR summit in Moscow in June and July 1974 produced

significant additions to previous agreements. A protocol to the

Treaty on Anti-Ballistic Missile Systems was signed, reducing to one

the number of sites in each of the two countries, where such systems

may be deployed. Additionally, a limit of 150 kilotons was agreed

as the maximum yield of underground nuclear tests. The Imited

Kingdom welcomes this agreement and will act as though bound by the

150 kiloton limit on weapons and tests. Both the US and USSR

undertook to make joint initiatives in other multilateral disarmament

fora on chemical and environmental warfare.7

The British Government fully supports and welcomes all these

developments. Together with the other NATO Allies, the United

Kingdom is kept informed of progress in SALT through regular

consultations with the United States in the North Atlantic Council.

OTHER ARMS CONTROL AND DISARMAMENT DEVELOPMENT S

35. The United Kingdom, pledged to play a full part in international

efforts to reduce the risk of armed conflict, to achieve disarmament

and to prevent the spread of nuclear weapons, is actively involved

in multilateral discussion of arms limitation and disarmament issues

in the Conference of the Committee on Disarmament in Geneva and
