But even graduation would mean that Hong Kong would end up by paying 75% or something like it, which they have not yet conceded. Similarly it would mean that the UK would have to pay more than our preferred 25% during the interim. We are therefore still some way from agreement.

Meanwhile the draft paper puts the position fairly before Ministers and I recommend that we should endorse it.
