On further reflection after our meeting on 13 January I think it would be useful if the passage dealing with the Hong Kong budgetary position in the first draft of our report were to be somewhat expanded.
I have tried my hand at a redraft and this is attached. As you will see, it closely follows your paragraph 15(a) but thereafter it includes a number of additional points.
If you or other members of the team to whom I have sent copies of this letter and enclosure have any comments on the revised draft passage we might discuss these at the next meeting of the team arranged for 17 January.
