I enclose as promised suggestions for part of your DOPC paper.
I have also, however, tried my hand at a su anary redraft, intended to put the salient points arising from our visit to Ministers without at this stage inviting them to take irrevocable decisions, particularly on percentages.

I have not copied this elsewhere, so you can kill the redraft dead if you wish! I should also, perhaps, make the point that I have not cleared my suggestions within the FCO. you wish to adopt them, I would, of course, have to do so.
