DEFENCE REVIEW: HONG KONG
Further to the report of our visit to Hong Kong, circulate with my AUS(GS) 30/75 of 24 January, I now enclose a second draft of the paper for the DOPC. In compiling it use has been made, gratefully, of material provided by the Treasury and FCO.
2.
I suggest we now proceed as follows:-
(a) Addressees to let me have comments as soon as possible in their capacity as members of the Working Party. DS6 to discuss presentation of figurework with DS1.

(b) Redraft to be circulated in the light of (a) A meeting
of the team, should the volume or nature of comment at (a) make this desirable (but I hope not).
(c) Mr. Hansford and Mr. Stuart to let me have any further
Treasury or FCO comments after consultation within their Departments.
(a) Myself meanwhile to collect comments within MOD and
cross clear as necessary with Mr. Hansford and Mr. Stuart.
(e) Myself, in the light of (c) and (d), to arrange submission
to Chiefs of Staff, Defence Review Steering Committee (if thought appropriate) and DOPC.
Laborious and cumbersome, I'm afraid, but short cuts do not always save time.
3. Could I invite comments as at 2(a) by midday Thursday 30 January? A reuraft would be produced on that afternoon and a meeting, if required and convenient, held on Friday 31 January. Comments as at 2(c), if received by say close of play Tuesday, 4 February, could be cross cleared in MOD the following day, with the aim of producing a final version by midday Thursday, 6 February. But if we could improve on that, so much the better.
