Mr Williams has asked me to have a look at the questions raised by your minute of 20 August and I shall hope to advise him shortly to the effect that we ought to fulfil this commitment
as soon as we can.
However you refer in paragraph 3 of your minute to a visit by a Technical Assistance Education Adviser without any reference to the fact that this visit was actually carried out, that it made material and relevant comments on the se two proposals and that it was copied to Mr A C Stuart who no doubt gave it appropriate consideration.
For ease of reference I attach my copy of this (which I should be glad to have back) but it would help if you could identify your departmental papers on which it was considered and thus the reasons why Dr Pickard's recommendations were not fulfilled at the time.
We have also had the opportunity last week of talking to the Director of Education in Hong Kong and as I say, my object will be to make recommendations to Mr Williams which will lead
I think first however that to the fulfilment of the commitment.
