1. You wrote to me on 9 September asking how much consideration had been given to Dr Pickard's report on these institutes following his visit to Hong Kong in November 1973. Mr Stuart had indeed received a copy of the report and I apologise if my minute did not make it clear that the visit had been carried out. My research into what followed after Dr Pickard's report was received showed that it was agreed that whilst it made material and relevant comments on the two projects it did not contain sufficient detailed information to enable us to return to Projects Committee, e.g., it was thought advisable to have a detailed list of the equipment and books which the polytechnic would requir together with more detailed economic information because of the important manpower aspects of these projects. It was delay in the receipt of this additional informat, Lon from Hong Kong which delayed our submission to the Com1.
2. I hope that this information will enable you to make the recommendations to Mr Williams as mentioned in the final paragraph of your letter.
