HONG KONG POLYTECHNIC
1. When the then Farliamentary Under Secretary of State for
Foreign and Commonwealth Affairs visited Hong Kong in November 1972
he announced that HG would provide £500,000 to the Hong Kong
Polytechnic and £400,000 for technical institutions. The latter
proposal is now being considered separately.
2. The Projects Committee has previously considered the question
of the money promised for the Polytechnic (see PC(73)Minutes 14
and 15).

Perhaps naturally enough since it is not general policy to
provide aid for Hong Kong, the Committee found the proposal
difficult and much time has since been spent on seeking to resolve
questions which the Committee was thought to have had in mind.
Meanwhile the fact that money promised by a Minister three years
ago has hardly yet been touched is an embarrassment.
4.
Most recently however Mr Hunting of TETOC has visited the
institutes and has put forward proposals that the money should
be spent as follows:
