1. After noting that the Committee had welcomed the concept of sectoral aid outlined in PC(75)51 the minutes of the meeting of 12 November, 1975 were approved subject to paragraphs 7 and 8 being replaced by:-
"
7. The following main points were made in discussion.
i. The scheme was of particular application to the special circumstances of India. The large scale of operations there made it unrealistic to hope to use our contribution to individual projects as a means of influencing Indian overall sectoral policies. This alternative technique enabled a worth while dialogue to be held with the Indians about their policy and had their full support in this sense. It might well be capable of application
in other countries where conditions were similar.
ii. The technique had some of the features of maintenance and some of
miscellaneous capital goods aid. It was not clear how far it would be
appropriate for the Committee, which was set up to look at specific projects,
to be concerned with its application.
8. Mr M G Smith was requested to draft a paper on the subject in the form of a
draft for insertion in Office Procedure for further discussion.

2. The Chairman asked EPS to prepare for the information of the Committee a descriptive paper giving the definitions of sectoral aid as used in PC(75)51 and by the World Bank and the USA. The paper should be on lines comparable to those used in the section of
Office Procedure that dealt with programme aid and may include any recommendations
