4. We suggest it would be helpful if, before the submission is finalised, the project were discussed with Dr Keith Legg, Director of the Lanchester Polytechnic and Director designate of the Hong Kong Polytechnic. We are in touch with Dr Legg and would gladly arrange an early meeting should you agree to the suggestion.

5. On points of detail we would not be able to endorse a statement on the lines suggested by Clive Smee. Our most recent information on the staffing of the Polytechnic is contained in Christopher Hankey's report on his recent visit. The establishment of teaching staff has been increased from 285 in 1974 to 450 in 1975. Approximately 25% of the staff are expatriates recruited mainly from Britain, the United States and Australia, the majority being recruited from Britain on two year contracts. Although every effort is made to appoint local candidates there will be a need for expatriate recruitment for some years to come. This can probably continue to be met largely by recruitment in the UK market, although only if Hong Kong salaries remain ahead of British salaries.

6. We also suggest that the 4th sentence of paragraph 21 of the draft submission be amended to read:

"The proposed book stock of 100,000 volumes is by

no means large by British standards for a Polytechnic of 8,000 full time students".

7. Finally I should be grateful if you would let me know the present position regarding the other Hong Kong project involving assistance to the four technical institutes.
