As the temporary classrooms have a capacity of about 900 general use seats, which would provide room for 792 students in 1976 (and 1188 at the post-1978 utilisation rates) it seems reasonably certain that with only a relatively modest improvement in utilisation but by retaining the temporary classrooms at Hung Hom, Fhase I will enable the Polytechnic to take about 6,000 students in September 1976: and that by improving utilisation but relinguishing the temporary classrooms this could rise to 8,000 some time after 1978.

My Committee believes that the calculations are sound, subject to the following reservations:

(a) changes in the allocation of workshop and

laboratory space may affect the figures downwards because of their necessarily lower utilisation rate and upwards because of their lower contact-hour requirements;

(b)

the Polytechnic may have difficulties for some time in achieving an economic mix of room sizes (as opposed to the total floor space available) and this will in any case be affected by changes in teaching methods;

(c) even at the 1976 utilisation rates time-tabling

will be a major problem and the staff of the Academic Secretary will undoubtedly have to be greatly strengthened. The Polytechnic is being informed of this;
