I have the honour to refer to my predecessor's letter UGC/PB/1/72 of 12 October 1973 enclosing the

University and Polytechnic Grants Committee's recommendations on the main capital programme for the Hong Kong Polytechnic.

The Committee then recommended to Government that:

(a) approval in principle be given to the

Polytechnic Buildings Development Plan entailing a provisional commitment of up to $247m. for buildings, engineering works and fees but excluding furniture and equipment;

(b) an ultimate target of 8,000 f.t.e. students

at the Polytechnic be confirmed;

(c)

a firm commitment of up to $147.22m. (excluding furniture and equipment) be accepted for Phases I and II;

(a) the requirements for Phase III be reviewed

and recommendations made by the Committee : before July 1976;

(e)

commitments be accepted as follows for Government financial years:

(i) 1973/74

In the event only Phase I was accepted by Government and Finance Committee voted a sum of $129 million at July 1973 prices for the capital programme, of which the building cost was $90m, fees #9m. and furniture and equipment 30m. (Building costs rose between July 1973 and March 1974 by about 21% but then began to fall and
