The enrolment targets discussed in the Final Report of the PPC were further reviewed in early 1972 in a UGC submission on "Tertiary level education student number targets in Hong Kong for 1977/78" (copies are attached as Annex D to memorandum XCC(74)35 dealing with UPGC recommendations for the universities and concurrently before Honourable Members). The Chairman UPGC was informed in May 1972 that, for the purposes of long term planning, and without prejudice to subsequent endorsement by Honourable Members, it was envisaged that the Hong Kong Polytechnic provisional target for the academic year 1977/78 should be a total enrolment of approximately 8,000 full time equivalent students. As recorded subsequently in this memorandum, budgetary consideration now require a reconsideration of the provisional targets previously considered attainable by 1978.
Phased Introduction of Polytechnic into the UPGC System

The University Grants Committee was enlarged and became the University and Polytechnic Grants Committee (UFGC) in April 1972. The enlarged Committee paid formal visits to the Hong Kong Polytechnic (at that stnge still the former Technical College) in May 1972, and again in February and October 1973 after the Folytechnic had been formally inaugurated on 1st August 1972. The UPGC adopted a phased approach to bringing the Folytechnic onto a quadrennial system in line with the universities:

a preliminary carry-over stage from 1st August 1972 to the end of the Government financial year on 31st March 1973,
an interim stage from 1st April 1973 to 31st July 1974, fitting in with the Polytechnic's financial year (1st August - 31st July), during which the Polytechnic would set up its administrative and teaching structure as well as developing the planning structure necessary for the successful operation of UPGC procedures, and
the four year period from 1st August 1974 onward, during which the Hong Kong Polytechnic would become fully integrated into the UPGC quadrennial pattern. This third and final stage should in practice be dealt with in two periods of two years each.
