"The estimation of notional capital costs was based on the recommendations contained in the final report of the scope of initial courses Sub-Committee (of PPC) in respect of accommodation and equipment requirements. However, this report, by adding the student enrolment targets set by the various advisory panels, produced a total full time enrolment of 5, 280 students which includes provision for further expansion beyond 1974.
We accepted this figure as an appropriate objective for the Polytechnic, but took account of the fact that it exceeds by 32% the target of 4,000 full time students by 1974 as laid down in our terms of reference. The accommodation and equipment estimates have accordingly been scaled down to meet the 1974 requirement and we recommend that the Government considers what expansion factors should be included when the schedules of initial accommodation are drawn up, bearing in mind the possible need to increase the number of students in higher vocational education to somewhere between six and ten thousand by 1980.'

Attention of Honourable Members was drawn to this in paragraph 14 of memorandum XCC(72)6 (Annex A):
"Since it is now unlikely that new Polytechnic buildings will be completed before 1975/76, it is for consideration whether the original target of 4, 000 full time students by 1974 should be modified. It is suggested that revised dates should be drawn up after further study by the Director of the Polytechnic, on the understanding that the full time enrolment of 5, 280 students should be achieved not later than 1978."
but it was not included in the decisions on the PPC Final Report recorded in paragraph one above and Honourable Members were in fact not expressly asked to advise upon this point.

When the Final Report of the Polytechnic Planning Committee was considered by the Finance Committee of the Legislative Council, Members noted that the order of costs quoted in the Final Report were purely notional, and that Government was not committed to any particular figure. In the event the student target indicated in the Polytechnic Planning Committee's terms of reference - 4,000 full time equivalent, and 20,000 evening students, by 1974 has not been reached the actual 1973/74 enrolments being 2, 602 full time equivalent, and 11, 258 evening students.
