The Committee believes that Phase III will be necessary if a target of 8,000 full time equivalent students is to be maintained after 1978, and points out that a continuous improvement of space utilisation rates would then allow student capacity to rise to approximately 9,000 full time equivalent,

The total cost for a revised Phase III including fees, furniture and equipment would be about $33.5 million at mid 1974 prices.

The Chairman states that Phase III would still leave some space available on the Hung Hom site for a final Phase IV which, with the high space utilisation rates then obtaining, could take the ultimate capacity of the Polytechnic site up to about. 12, 000 full time equivalent should this be desired.

But the UPGC will not be making recommendations on Phase III or on the ultimate size of the Polytechnic for the time being.

The Committee has now recommended:
(a) approval for the Polytechnic to undertake a
revised Phase II of the capital programme at a total cost of $37,4 million including fees, consequential moves, furniture and equipment at mid 1974 prices;
(b) the total for Phase I and a revised Phase II
(including fees, furniture and equipment) should not exceed $151, 4 million at mid 1914 prices;
(c) the possible requirement for a revised Phase III
of the development programme should be reviewed and recommendations made by the Committee before the end of 1976, requiring an indication from the Government as to whether the student number target should rise above 8,000 full time equivalent after 1978;
(d) commitments for the revised Phase I and Phase II
be accepted for Government financial years as follows:
