Thank you for your letter of 7 February enclosing the annexes to the draft Projects Committee submission for the Hong Kong Polytechnic project and other related papers received from Hong Kong.

The additional papers provide a considerable amount of relevant information and in particular they shew that there have been significant changes since the earlier draft submission was prepared. The proposals for overall expenditure of the grant have been varied, therefore the last sentence of paragraph 2 of the draft submission should be amended to read:
"It is the intention of the Hong Kong Government that
approximately £170,000 should be spent on British equipment and £330,000 on books and journals"
and that paragraphs 20-23 should be amended substantially. Our suggestions for the latter are in the enclosed (amended) copies of pages 7 and 8 of the draft submission.
