I am very conscious of the fact that I have not contacted you to arrange a meeting to discuss the above project. We have been under some pressure during the last two to three weeks dealing with a con- siderable amount of additional work as a result of prolonged aid talks prior to the Seychelles Constitutional Conference and as a result of the Conference itself.
I have not been entirely idle on the Hong Kong side, since I have inserted all the amendments proposed by TETOC and other advisers into my first draft projects committee paper, and have had a second draft typed. A copy of this is attached; it has now to be submitted to higher authority in HKIOD and to ODMFD for any observations they may wish to make.
