PROJECT COMMITTEE SUBMISSIONS
1 A few days ago I passed to you a draft Project submission on the Hong Kong Polytechnic.
2 Neither this project nor the one for the 4 technical institutes remotely fall within Mrs Hart's criteria of a poverty orientated Aid Programme with emphasis on rural development. In addition the public announcements on these projects were made by Conservative Ministers. It therefore occurs to me that there could well be merit in putting up a note on these to Mrs Hart before we go to Projects Committee.
3 In the circumstances I attach a draft submission to Mr Larmour.
