5. Mrs Hart is aware of these projects from a submission by Mr Stuart in November last year. In this, he strongly recommended that the Hong Kong aid project should go forward. Our relations with Hong Kong are at least as difficult now as they were in 1971/72. We continue to need the maximum of good will in the Colony when such matters as defence costs (where we are seeking a much bigger contribution from Hong Kong) and the Mass Transit Railway (on which British manufacturers will be competing for contracts) are outstanding. This is no time to go back on undertakings already publicly given and I therefore very much enclose Mr Stuart's recommendation.
