the Polytechnic would do the same. Mr. Neale added that even if
the Education Department decided to transfer recruitment to the
Commissioner's Office for reasons totally unconnected with costs
(as explained elsewhere in this report) it would be impossible
for the Polytechnic to resist pressure to follow suit.,
37. I was subjected to a barrage of questions and pressed
strongly to indicate the extent of the charges that would be
made and the basis on which they would be formulated in a
discussion which, despite my efforts to play it down, became
unnecessarily protracted. The following conclusions were very
clear to me :

Quite apart from the question of costs, TETOC
will be expected to recruit for both the Hong Kong

Any proposal to raise increased charges against
Hong Kong for the recruitment services TETOC
undertakes would almost certainly los us this
very substantial segment of our work.
The effect of the above on TETOC's recruitment
services in general would be adverse, but for
reasons which are not strictly relevant to this
report.
We should do all we can to continue the recruitment
carried out for the Hong Kong Government (because
of its effect on the Polytechnic).
