TETOC was designed, among other things, to undertake
TETOC has special facilities, experience and contacts
which the Hong Kong London Office would take a long time
to build up and could hardly be expected to equal.
Mr. Kingwell has reasons of his own :

In his view the promptness and efficiency with which
TETOC responds to his requests for action is an asset
which he would not expect to find in the London Office.
The same thing applies to what he regards as the patient
and understanding attitude of TETOC to the frustration
caused by the unavoidable necessity to set aside
candidates recommended by TETOC when local candidates for
the same posts come up unexpectedly or sudden changes
are made in recruitment requirements.
Mr. Kingwell also said the flexibility with which TETOC
operates makes a great difference to the speed with
which the new technical education set-up can be

developed.
TETOC's willingness to seek candidates
before the receipt of an official indent is particulalry
appreciated. An outstanding case in which TETOC's
goodwill and reputation for effectiveness was enormously
enhanced was the recruitment of Mr. P. R. Smith, Principal
of the Technical Teachers' College: the official
indent for his post was not received in London till a
matter of hours before the deadline date for making a
formal offer.
