Phasing of Expenditure on Books, Periodicals etc.
Of the 19,744 books ordered between 1st August 1973 and 31st July 1974, 12,953 were of British origin. The amount committed for British books was HK4596,000, thus it can be estimated that approximately £50,000 will be spent on British books by the Polytechnic library in 1973/74. In addition £30,000 has been spent on periodical subscriptions and £5,000 on non- book materials in the period mentioned above. It is proposed to phase expenditure over a five year period as follows :-

Suggested Procedure for Purchase of Books, Feriodicals and Non- book Materials
The most simple method for funding the above purchases would be release of funds quarterly in advance to the Polytechnic. The Folytechnic undertakes to provide a financial statement together with any supporting documentation which may be required at intervals as necessary. This method would enable the British Government to identify items purchased together with their sterling price.
5. Binding Equipment
The Polytechnic has had in post since January 1974 an expatriate Binder who has space for a bindery, but is still waiting for approval for the purchase of the equipment. Considerable money is being wasted by having such an expert idle through lack of action on this particular request. Loose issues of periodicals are difficult to handle and very easily damaged or lost and with the very limited space available in the present library building are a most serious problem. It is imperative that the bindery commence operations as soon as possible. All equipment on the attached list is required immediately.
6. Printing Equipment
Due to lack of space, all printing for the Polytechnic is carried out by outside commercial concerns. Naturally, there are two drawbacks to this arrangement, namely, the cost at which the items are produced and the speed with which priority items can be made available.
