Would you please refer to your letter of 30 June concerning aid to the Hong Kong Polytechnic and the four Technical Institutes. 2. Firstly, may I say that aid is not being made available in the form of a loan. It has been agreed that the 0.5 million for the Polytechnic and the £0.4 million for the Technical Institutes will be met from Technical Assistance funds. We in Hong kong and Indian Ocean Department have not heard any voices raised in opposition to the provision of these grants, though, of course, it is generally
The recognised that Hong Kong is not an aid-worthy territory. current state of play is that papers are being prepared to present
These to the Ministry of Overseas Development Projects Committee. papers are not so much to justify the provision of the rants, since both have been promised publicly by an FCO Minister, but to satisfy the Projects Committee as to the manner in which they are to be spent.
