I should like Lord Goronwy-Roberts to see thel attached personal letter from Sir Murray MacLehose. It is clear that his anxieties over the negotiations on defence costs have been increased by the matters raised in my letter of 8th August, following the departmental meeting with the Secretary of State on 21 July. We await his considered reply to that letter.

I will of course assure the Governor that we have not forgotten the warnings he has given us about the difficult concatenation of events this autumn. trickiest element, so far as Anglo/Hong Kong relations are concerned, is the handling of the defence costs business. We are not yet in a position to consult the Governor on the tactical handling of this, as we are waiting for the results of the approach which Mr Rodgers is making to the Chancellor about his negotiating brief for his proposed visit to Hong Kong in October. We shall, however, be keeping in the closest touch with the Governor on this.
