As you will see from the minutes above, there should be no difficulty over including Seychelles and BIOT in the UK's instrument of ratification and we therefore have no objection to your telegram being sent to Seychelles.
2. However, for the reasons set out in Mr Wotton's minute of 12 May (above) Hong Kong could face possible difficulties. We are in touch with them already over the particular question of the Mai Po marshes so, while there is no objection to your draft telegram being sent to Hong Kong,
we think it would be as well to send them a follow-up telegram too, on the lines of the attached draft. We do not think that, in itself, this particular problem should prevent Hong Kong from being included in the UK instrument of ratification but naturally, their views must be given full weight.
