The Hong Kong Government is now viewing projects which provide for the recreation of the public in a more favourable light. It is unlikely that the Government would wish to enter into a totally open ended venture, however if the Government were to set up the project and run it for an initial period until it becomes financially viable, then a Wildfowl Association' could be formed. This 'Association' should consist of those sections of the community which would be particularly interested in this type of development (e.g. Con- servancy Association, Hong Kong Bird Watching Society, Hong Kong Natural History

The Association' Society, the Universities etc.) and interested individuals. would run the project on a joint basis with the Government.

Regardless of which organization actually operates the Researve and Park, a Scientific Advisory Committee should be set up to formulate management policy, to advise on management problems and to vet any proposed research pro- gronmes to be conducted in the area. The committee should consist of members of the Hong Kong Bird Watching Society, the science faculties of the two uni- versities, the Agriculture and Fisheries Department and other interested bodies. Close liaison between the Committee and the operational administration is essen- tial.

It might be possible to obtain limited financial assistance from such organisations as the World Wildlife Fund, I.U.C.N. etc., but most of the capital needed for getting the project off the ground would need to be raised in Hong Kong. Possibly the Jockey Club could be asked for financial assistance.

14. Staff

14.1

Ultimately the following staff will be required for the running of the Restricted Access Reserve and the Wildfowl Park. Recruitment may be phased as the project progresses.

However the first priority must be the recruitment of the Scientific Officer and the Assistant Wardens:-

Scientific Officer. One post. Should be an honours graduate in ecology or related subject, preferably with some teaching experience. Responsible for management of the area and for producing interpre- tive materials etc. as well as some lecturing. Ability to communi- cate with people essential.

Should be graded S02 on a par with Research/Agricultural/Forestry Officers. Midpoint salary $4,970 p.m.

$59,640 p.a.

Executive Assistant. One post. Responsible for the day to day administration, public relations, staff control, finance etc. etc.

Graded E.0. II on Class E.G.I. Midpoint salary $2,535 p.m.

Assistant Wardens.

Five posts,

$ 30,420 p.a.

Responsible for maintenance of the

Park and Reserve, and to provide simple guidance for visitors.

Graded Class F 1B (same as Game Wardens). Midpoint salary $1,150 + $75 p.m. each

Cashier/Store Keeper. One post.

One post. Graded Clerical Officer II, Class GC2. Midpoint salary $1,150 + $75 p.m.

$14,700 p.a.

Labourers. Required for general maintenence, litter collection

Two full time at 3.5. Labourer grade at #805 + $30 p.m. each
