(b) ́ ́ a Nature Education Area in the form of a Wildfowl
Park in the central section (Page 12 of report);
and
(c) an undeveloped area with unrestricted access in
the southern section (Page 14 of report).
The Committee also generally endorsed the phased development of the project as follows:-

Phase I To protect the area from development and
for the purposes proposed, initially by administrative designation and subsequently by legislation;
Phase II
The establishment of more formal protective measures, the recruitment of the Scientific Staff and the commencement of enquiry research into management procedures;
and
Phase III - as finance permits, to develop the building
and public facilities in the project; and
Phase IV
A
to establish long term ecological studies in the project.
The Committee further agreed that a small working party be formed to refine the proposals, to prepare a formal scheme to support an application for funds; and, subsequently, to plan the implementation of the phased development. The Working Party should consist of:-
(i)
Chairman (.F.D.) possibly Deputy Director of A. & F.
(ii) Scientist (Ornithologist) (Member)
(iii) Expert on Land Matters (N.T..) (Member)
(iv) Secretary (A.F.D.)
The Chairmen stressed that membership should be at a relatively senior level with authority to seek advice from legal experts and to co-opt other assistance as necessary. In particular, the Working Party would need to seek the advice of an authority on the management of wildfowl parks preferably by direct liaison with the management and governing bodies of existing similar projects.
