A delegation from the International Committee of the

Labour Party will be calling on the Secretary of State on 23 April at 3.15 p.m. to discuss Hong Kong.

In the short time available it has not been possible to prepare a detailed brief on all matters known to be of interest to the Committee. At Mr McNally's suggestion, I attach the minute on Hong Kong which Lord Goronwy-Roberts sent to the Secretary of State Flag B Nof on 10 April, together with the record of the Secretary of State's

meeting with the Governor of Hong Kong on 11 April. Lord Goronwy- Flag C5 Roberts's minute to me of 16 April is also relevant. I also attach
briefs on appointments to the Hong Kong Legislative Council and on the application of ILO Conventions to Hong Kong.

I understand from Mr McNally that it is the Secretary of State's intention to use the occasion mainly to hear the views of the Committee and to say that their points will be looked into. However, he might also like to say that in his talk with the Governor on 11 April they agreed that during the latter's next visit to London opportunities should be sought to enable him to meet the Committee and also the International Committee of the TUC. The Governor's next visit to London is currently scheduled for October/November next; but I understand there may be some slippage into December.
