I was very grateful for the opportunity to go over the Hong Kong ground with you in such detail this morning.

2. As I understand it, you are going to suggest to the Secretary of State that there should be an internal office meeting in late June/early July for which briefs will be needed on:

(a)

(b)

the steps taken to bring the application of ILO Conventions under Ministerial review; and

the desirability of sending an expert on labour legislation to Hong Kong to consider simplification of the existing Labour Ordinances there.

I, in conjunction with the Overseas Labour Adviser, will prepare briefs on these subjects. I shall also prepare a brief on the membership of the Legislative Council, on which there can be very little progress until some of the present seats fall vacant in about two years' time. If there are any other points the Secretary of State would like to discuss, I would be glad to provide briefs on these as well.
