If the matter is raised by the Conference Committee, the British Government representative should draw on the above informa- tion and against this background, should speak on the following
lines:
"The Hong Kong Government has now sought the advice of
the British Government on the way in which the legislative
provision referred to by the Committee of Experts may best be amended without detriment to those persons it is designed to protect, in particular the handicapped working in
sheltered conditions with the aid of voluntary welfare
agencies.
It is hoped that a solution will soon be found.
In the meantime, the Hong Kong Government has stated
that the exclusion is not in any circumstances, construed even
remotely as allowing any child to be employed in a factory
within the normal connotation of the word".
