I received a copy today of your minute of 22 May addressed to Mr McNally about our talk on the affairs of Hong Kong.

2. I think that paragraph 2(b) of your minute should be split into two parts as follows:-

(b) the desirability of arranging for a specialist on trade unions and industrial relations (preferably an academic of repute) to go to Hong Kong to make an independent assessment of the state of trade union development and the conduct of industrial relations, and

(c)

the desirability of reviewing the Hong Kong Trade Union Ordinance and its subsidiary legislation with a view to simplification.
