I agree with Miss Swan that we ought to have a formal meeting with Mr Ian Price in the Office here preferably after the International Labour Conference. I suggest that fir O'Keeffe be asked to take the meeting in order to emphasise the importance we attach to this aspect of Hong Kong's labour affairs.
2. The Secretary of State has expressly asked that we should make arrangements for ministerial oversight of Hong Kong's performance in regard to the application of International Labour Conventions. We are bound, therefore, to draw the attention of the appropriate Minister to the kind of niggling and, I think, needless delay, described in Miss Swan's minute of 27 May.
3. Perhaps Mr Wotton could arrange for the papers to be seen by Mr O'Keeffe on his return?
