In his minute of 5 June Mr Foggon makes the point that I was about to mention. It is not, in my view, wise to raise Hong Kong with the International Committee of the TUC on 19 June in any substantive way. I would much prefer it if we had cleared our own lines first before raising substantive matters outside the Office. As I mentioned to you when we last met, I think we were caught on the hop when the Secretary of State met the NEC last month and I do not think that we wish to risk a repetition.
