In common with other non-metropolitan territories, formal declarations in respect of Hong Kong demand a minute examination of law and practice in the Colony and there is a more or less continuous correspondence between this Office and the Hong Kong Government in this one area alone.

Overall, Hong Kong's record (para. 3) does not compare unfavourably with other countries in the area.

Recommendation
7.
The arrangements within the Office for the review and oversight of the application of International Labour Conventions to Hong Kong are being examined and where possible improved.
It is
proposed that an up-to-date assessment of Hong Kong's performance be made in January of each year, with a forecast of any likely improvements in Hong Kong's performance over the following year; that the results of this review should be submitted to Lord Goronwy- Roberts.
