progress towards the implementation of ILO Conventions in Hong Kong;
the situation of the trade unions and labour relations generally;
and
the possibility of simplifying the Hong Kong Trade Union Ordinance and subsidiary legislation.
I attach a copy of the record of the meeting on 23 April together with a note relating to the NEC's general attitude to Hong Kong affairs which seems to be the result of certain misconceptions about the present administration of the Colony. To this are attached briefs on the individual items prepared in the Department and by the Overseas Labour Adviser as appropriate.
